Dear Recipients,
This letter which is enclosed and attached is created by an autistic woman in distress, is being circulated and is legally the responsibility of at least some recipients. This is a circular letter aimed at anyone and everyone who may be able to stop what appears to be an unstoppable barrage of harm to the vulnerable adult, who herself has pleaded with many of your over the past 36 months, but to no avail.
I do not think that any more excuses or elusive or downright strange actions or interactions can be excused by the safeguarding committees, Ministers or Police at this late stage. I fail to comprehend why the people involved have failed to listen or take in the individual's circumstances or personal life as they continue to send almost mechanical demands to her regarding something that she does not want and which has no benefit or purpose either to her or the people who's taxes afforded it, and which appears to be created only with the purpose misleading the general public and public image, whilst ensuring that individuals responsible for abuse are exonerated or allowed to hide wrongs and manipulate untruths.
If you persist in provoking someone and putting them under pressure open-endedly, especially if they are autistic and psychologically wounded, you will get streams of profanities that would make Father Jack proud, and in your positions, instead of acting like fools as you have done, you should be well aware of this and of the the psychological makeup of a survivor. Your response has been ridiculous, and as they say in the UK...'Only in Jersey...It's so awful you could not make it up'.
The individual has stated that your report does not represent her and will not represent her after you have met your legal obligations by a token meeting with her.
You will find the email written to her today below her own letter. And if you have a mind to the vulnerable and safeguarding, you will be able to read between the lines and possibly be as horrified as a few people are tonight, both by the dreadful way she has been treated and by the very plain desperation in her response where she suggests suicide after many years of presumably forcing her thoughts away from something so bleak.
The circulation of this letter is not an invitation for responses full of mis-truth, nor does it assume responsibility nor representation. This is to remind the State of Jersey that they have a duty of care and they will not take that away from the author of the letters to them.

Dear Recipients,
This evening as I write this I am in very serious distress indeed over being bullied by Senator Gorst and the States of Jersey on behalf of Jersey's Safeguarding partnership.
The depths that these people will sink to over a conflicted whitewash report about my case that I have repeatedly told them to stop harassing me about is unbelievable, safeguarding the vulnerable and the welfare of the vulnerable is the last thing on these people's minds. This evening if it hadn't been for other people's support, I would have committed suicide. Three years of this relentless abuse by Jersey's safeguarding Partnership is simply three years too many.
I am writing to re-iterate a formal complaint against Jersey's safeguarding partnership as they continue to drive me to despair and have nearly forced me to suicide today as a result of their persistent need to publish their whitewash report, which appears to be of far more concern to them than my welfare and wellbeing.
Let me explain. The report was created very swiftly without my knowledge or consent in 2013, and the Independent Chair, Glenys Johnstone, then decided to boast to a member of the public that she had cleared the police of misconduct. She was then forced to make a token effort to contact me a year later in 2014 when a States Deputy persisted in raising the matter, failing to acknowledge that the report was conflicted and a whitewash that didn't contain my views. And the safeguarding partnership have failed to this day to respond to the conflicts of interests.
Recently they got a furious response to their continued demands to release this report, and they have decided that they will try to block me and use a ficticious States of Jersey set-up email called 'Central Contact' as shown in the enclosed email, to continue to bully me over the whitewash report, while trying to block my right of reply, again, safeguarding is the last thing on anyone's mind here.
And their lack of understanding of abused and traumatised victims also again shines through. Not that it didn't in the recent damning reports on their safeguarding failures, which Ian Gorst seems to have little to say about, while he spends an inordinate amount of time interfering in my case.
Let me just be very clear in my response to the thuggish email to me. The safeguarding board think they can have their cake and eat it, they think they can block contact me and STILL FORCE ME INTO A MEETING TO ALLOW THEM TO PUBLISH THEIR WHITEWASH! And as yet, they have failed to respond to my complaints. So I do not agree to this, and I have no intention of ever agreeing to anything these dishonest and cruel people want, especially when what they are doing is not related to safeguarding and is neither in my interests nor the public but the safeguarding board are acting on behalf of conflicted ministers and members of the church and police in Jersey who have done wrong.
How do this safeguarding partnership even begin to imagine me actually sitting in a room with them condoning their whitewash when they have treated me as they have, especially their cowardly and dishonest attack today through a set-up and non-existent 'central contact'? This central contact needs to be investigated when the time comes, as do the breaches of the data protection act in them receiving any information about me or my correspondence regarding the persistent harm to me by Jersey Safeguarding Partnership.
Jersey safeguarding partnership can now stop using third parties to bully, harass, pester and annoy me, and based on the evidence and complaints so far, annul the whitewash report and start dealing with my formal complaints of misconduct against Glenys Johnstone, Stewart Gull, Jersey Police, Senator Ian Gorst, Ian LeMarquand, the Bailhache Brothers, and all other conflicted people who have harmed me while the safeguarding partnership have been so busy making me ill with their efforts to force a whitewash into the open on behalf of the church and police and at my expense, they have failed to notice these people behaving in a harmful way to a vulnerable adult.
This attack on me today has a real Philip Bailhache stamp on it, I have to say. By the way, Philip Bailhache, the man who allowed abuse to occur by protecting abusers, is still in positions to do that again, while the Safeguarding Partnership are attacking a victim who Bailhache further damaged.
Ian Gorst has already been warned to stop harassing me and behaving in a way that is unfitting for a Chief Minister, and why would he persist so frantically? And why would he personally take legal advice over trying to get one whitewash published when he has been foiled in getting the other, the Steel report, published?
He is Chief Minister of Jersey, why would one particular serious case review matter to a Chief Minister? Well he is a member of the Church, and it is the church who abused and destroyed me, and he instigated this whitewash that Jersey Safeguarding Partnership did so swiftly without my knowledge and consent, and he allowed conflicted members of the Church and Police and others who had done wrong, to influence it, while I was excluded, and any attempt to include me as an afterthought, was a token, much the same as the tandem Steel report, both were influenced by officer Stewart Gull of Jersey Police, when the report was about their misconduct, and both excluded me.
Now the Steel report was really fought for by Ian Gorst, he and a group of conflicted States-Church ministers flew to Canterbury using £1000 of tax payers money to try and force the release of the Steel report, failing to inform the general public that this report was carried out by a conflicted colleague of the Bailhache brothers and other conflicted States-Church members, and included the views of a clergy-lawyer who wasn't even a witness to my case, as well as a number of other hand-picked witnesses, but it didn't include my views and neither does Ian Gorst's Safeguarding Partnership report that he takes such a personal interest in, why would the Chief Minister be involved in a report that could reflect badly on Jersey?
Well because he has made sure it doesn't, and it was pre-arranged and the verdict was given in 2013, a year before I was contacted as an afterthough for my views and I made it clear that my view was that I was not to be harassed, because if these people are this deceitful and as bullying as they have been today, what would be the point of me giving my views when they will not be included but are being demanded by a safeguarding board who are BLOCKING ME, in order to comply with the legal advice that Gorst has been given?!
Doesn't anyone see how utterly ridiculous and completely against my welfare this ongoing threat to me is?!
Firstly, even if I was to consider a meeting, the safeguarding partnership would have to tell me the outcome of my formal complaints against Glenys Johnstone and Stewart Gull, and also the Jersey Deanery, Bailhache Brothers and others, which as yet they haven't and also they owe me numerous apologies for trying to force their report and meetings about their report onto me relentlessly, and they they would have to explain why their lack of safeguarding skill and knowledge led to them trying to block me and whimpering about 'me making nasty and distressing phonecalls and emails'.
None of them have endured three years solid of harassment about whitewash reports, none of them have endured lies about themselves by a police officer and safeguarding chair in public and in the press, none of them have had to endure this pressure and this onslaught on top of being abused, destroyed and left homeless.
So, obviously with no understanding of what abuse and trauma does to a vulnerable person, and with the recent damning reports against Jersey's safeguarding partnership and states departments, it is of no doubt to me that until this is rectified, the safeguarding partnership and their anonymous third party bullying thug in 'central contact' are not in a position to block me or whimper about me hurting them, they are not vulnerable and they are not being destroyed, I am, and I am answering back, and that is all I am doing, so if they don't like it, then they need to drop the attack on me and the whitewashes and start dealing with the formal complaints I have made, and I am now esculating and re-inforcing the complaints, and I will contact Jersey Safeguarding Partnership every damn day and in any way I like until they stop harassing me and threatening me with whitewash reports.
They whimper about me sending hurtful letters, now are they talking about those being hurtful because I have sent the letters round every safeguarding board and social services in the country and every authority and every person, including the serious case review panel, begging and begging for the hurt to be stopped? Does that hurt them that I am trying to defend my life and wellbeing against their crass, brute and vicious onslaught against me that is putting my life in danger? Really? What a silly and cowardly attack on me today, what a silly, pathetic and cowardly attack on me.
There are very few people who could have thought up such a petty cowardly and low attack, and as they have claimed to be the States of Jersey, this is VERY MUCH A FORMAL COMPLAINT TO THE STATES OF JERSEY IN RESPONSE.
Who would sink this low? Ian Gorst, Philip Bailhache, Glenys Johnstone, any of the conflicted circle, and they really think that I would agree to a meeting with them that has been demanded during such an attack, after they and so many witnesses have heard my screams of distress over this matter? I have said I will file against Glenys Johnstone, and I will, and I will keep esculating my complaint against Gorst and the Safeguarding partnership until action is taken about their harm to me and others.
The safeguarding partnership have failed to answer my evidenced complaints, for example Stewart Gull's discrediting of me in the press, and Glenys Johnstone's claim to a member of the public that the police have done no wrong, they have failed to provide me with a copy of the whitewash as requested, and they fail to do anything except relentlessly try to force this report to be published. If the report is about my case, then what I think and feel is more important than the lies and whitewash.
And this is what I think and feel: this cowardly and dishonest safeguarding board created a report for wrong reasons, on behalf of people who need to cover up, and without my knowledge and consent and do not and never have had my authorization, they have not tried to include me, they would have published the lies without, if people had not badgered them or told me about it.
They have not shown any regard for my welfare throughout this matter, and today is a magnified example of that, a cowardly pathetic dishonest attack on me and repeat demand for what they have been told very clearly that I DON'T AGREE TO. AND THEY ARE WELL AWARE THAT I WOULD REACT WITH ANGER, HORROR AND PAIN, HOW ELSE COULD I REACT, SO THEY ARE USING A FAKE CONTACT TO HAVE A GO AT ME FOR THEIR PROVOKING A REACTION, AND THEY ARE TRYING TO BLOCK ME.
Please make sure that that is added to my formal complaint.
The safeguarding partnership have allowed a conflicted police officer - seeing as the matter includes a lot of police misconduct - to abuse my inaccurate records and harm me and defame me in the press, they have failed to repond to my complaint and the evidence presented to them about this.
I am sitting here tonight with my work and life yet again in utter ruins, and if it hadn't been for the Samaritans and other people tonight, I would have committed suicide.
I cannot go on suffering at the hands of this rogue safeguarding board who have been damned for their failures repeatedly and yet they have this 'special interest' in my case that appears to make this case and this forcing of the whitewash into the public domain more important than my health or even my life, apparently this report is so important that they have to use a third party to launch on me while they hide, and they have have the Chief Minister of Jersey, Ian Gorst abusing his power and taxpayers money in order to publish this attack on me, it is incredible.
I have said before that the abuse of power in Jersey's inner circle of Government Ministers is open and blatant, and here it is again. Wouldn't it be great if Gorst care enough about children and other vulnerable cases enough to spend thousands of pounds of tax payers money on legal advice and flights?! Or did Bailhache pull the strings as usual?
I am going to re-iterate my formal complaints, thousands have viewed and they have certainly been seen by the people involved, you will notice that these letters start to go back a long way, which shows that these people have been abusing me and putting me under threat of public defamation for a long time, and thus their whimpers about my nasty reply really show their lack of understanding of abuse and trauma that they are adding to and enforcing, what kind of cowardly mindless bullies would persist without any relief in trying to force publication of a report that was done as a cover-up and is not condoned by the subject of the report, it makes the pathetic 'central contact' letter completely null.

As the 'Central Contact' anon was third party, had no right to contact me or be involved or act deceitfully while the whimpering cowards at the safeguarding board looked on, Their email to me is null, and I will continue in God's Name to contact the safeguarding partnership and will continue to tell them in no uncertain terms that their actions are cowardly pathetic, self-serving, bullying, abusive, illegal and MOST OF ALL, NOTHING WHATSOEVER TO DO WITH SAFEGUARDING. NOW, THE ATTACKS WILL STOP, AND IT IS TIME THAT MY FORMAL COMPLAINTS, STARTING WITH THE ONES ABOVE, ARE ACTIONED.
Before I close this letter, please could I have both a copy of the whitewash, and also the contact details of the legal advisor who is upholding Gorst and the safeguarding partnership in this continued harassment, by claiming that I should be contacted, despite very obviously being told by Honest Christian Gorst, that for three years I have made open formal complaints regarding the senseless demands on me regarding this act of harassment that the safeguarding partnership claim is a serious case review.
Also what I would like to know is why, when I have made this complaint to the serious case review panel, they have allowed this harassment to continue?
The Church of England are copied in on this email as they instigated this attack on me, so they are also responsible for stopping it. This email is copied to a thousand people and posted on several websites and blogs, eventually, even if the harassment continues and I commit suicide, I hope that a serious case review into the danger that Jersey safeguarding partnership and conflicted ministers and police officers who intervene and interfere in cases will be instigated.
Jersey Safeguarding Partnership are responsible to ensure that the deceitful and very very pathetic 'Central Contact' setup is closed down and they are to apologize properly and bring their three year attack on my wellbeing to an end. When I made complaints about you that actually means I want you to stop hurting me, not launch in on me in a much more fierce attack now that you think that I am helpless without Bob Hill or the care inquiry or anyone watching.
I fully understand that Gorst and Bailhache are sore and want revenge through the safeguarding partnership whitewash because they have not got their prize Steel report that they and their colleagues worked so hard on, but that really is their problem, they arranged for her to protect the Dean and attack my life, and it is entirely their fault that she didn't even make an effort to pretend that I had a side to things. The fact that the report went ahead when she was evidenced to be conflicted and against me on the side of the Dean was a henious crime which Gorst, Bailhache and Dakin can share between them and stand in front of God and explain.
In the meantime, I will act within my rights and continue to contact the safeguarding partnership in answer to their HARASSMENT of me, until they apologize and stop threatening me.
