Dear members of FCI Board,

Dear Mr. President of FCI,

According to the recent circumstances, it is our duty to give some explanations regarding some charges against Bulgarian Republican Federation of Cynology and against me, personally, as President of BRFC. First of all, I would like to explain who are the authors of the letter sent to FCI:

Ivan Dimitrov – ex-vice president of BRFC, ex-chairmen of the judges commission of BRFC. In 2012 he was suspended for one year as judge for misappropriation of the judges fees. He has not refunded the money to BRFC in due time and a court case against him has been started. The documents of the court case contain several claims from Bulgarian judges, forced to give the fees personally to Mr. Dimitrov instead of transferring them to BRFC.
Liubomir Popantonov – claims to be member of BRFC and deputy chairmen of BKCAST. In fact this club is excluded from BRFC in 2013, based on a proposal from the General assembly of BRFC, due to the lack of any activity and non-fulfillment of the obligation to pay the membership fee. At the present moment as a personal entity , Mr. Popantonov is member of the Serbian Cynological club.
Georgi Eftimov – ex-president of the Cocker spaniel Club in Bulgaria. The club is stricken off BRFC due to absolute lack of any activity in the last five years.
The other persons that signed the above mentioned letter are minor figures. That group of people is isolated from BRFC and not supported by anybody.

Regarding the so called “multiple shows” we declare that the FCI circular dated 29/2013 was observed absolutely accurate. BRFC plan and organize only Bulgarian Shows on the territory of Bulgaria. The Black Sea Winner is entirely Bulgarian project. For some of the shows we have signed bilateral agreements with some Kennel clubs for mutual recognition of two CAC titles on exact dates as sufficient condition for obtaining a Championship title on the NO. We are sure to believe this is not a breach of FCI circular dated 29/2013. On February 28th 2014 we were asked by Mr. De Clercq to explain the concept of the Black Sea winner shows. After receiving the requested information he was satisfied and wished us Good luck with the shows, as you can see from the attached to that letter correspondence. For us this was another reason to consider and be certain that we do not break FCI regulations.

Regarding the so called “practice of selling Champion Diploma Certificates”, we would like to use the opportunity once again sharply to protest against circulating and spreading such groundless accusations unsubstantiated by any evidence and derogating the reputation of BRFC.

We sharply protest against the attempts to be discredited Kennel clubs, partners of BRFC.

We sharply protest against the attempt of the persons, that signed the letter, to discredit Members of the FCI Board, as well as respected and with proven merits international judges.

Regarding the attached to the letter contract with the Azerbaidzhan Kennel club we consider meaningless even to discuss it as there is no signature and stamp from BRFC.

Regarding the attached Donnation contract from one of our shows in Skorpilovci we can easily explain what is the payment for: we have entered 14 dogs for date 06.09.2013 and 12 dogs for date 07.09.2013.

10 x 90 = 900 EUR.

2 x 80 = 160 EUR (discount for same owner)

2 x 40 = 80 EUR (discount for same owner)

Total: 1 140 EUR for participation

The rest of the amount – 480 EUR is paid for champion titles.

Regarding the financial situation in our shows: at every dog show organized by BRFC for the last four years we have continuous monitoring by the Bulgarian tax authorities. We have representative inspector form the National Agency of Revenues of the Finance ministry. All incomes for the shows are controlled and dully registered them. By the way that four-years lasting audit has been initiated by the same people who wrote the letters against BRFC addressed to FCI.

Regarding the main aspect of the conflict we would like to clear a technical misunderstanding: on the main official page of Lighthouse Gold Cup is clearly stated that all the shows with rang CAC are Bulgarian and every dog who receives two CAC and obtains the right to receive the title Champion of Bulgaria may qualify for obtaining Champion Certificate of the following countries by bilateral agreement for recognition. As an example we can point the shows on 24rd and 25th of June were 33 dogs participated, 28 of them received CAC but only 23 obtained the Champion Certificate of Cyprus. That proves the we organize Bulgarian shows on which part of the Champions can obtain another title, at will. We repeat, at will!

Regarding the last point of the letter, with huge reluctance, as a personal tragedy is concerned, we would like to note that the National Day of Mourning was announced for June 23rd. Lighthouse Gold Cup shows started at June 24th. One of the members of the team that is involved in the organization of the Shows left for Baltchik one day earlier, offering transportation to volunteers and for donation from Sofia to the place of the tragedy. All that was publicly announced on his facebook page. We consider the abuse of human tragedy as argument by the authors of the letter clearly proves the total lack of moral and ethics shown also in the unscrupulous manipulation of facts.

We have already informed State Agency for National Security of Bulgaria and we will put in a claim in the Bulgarian court against the authors.

We still wait your comments, after all the letters we wrote. The Board of BRFC strongly believes you will start a thorough investigation of our activities and our name will be cleared, so we will be able to continue to work normally.
